Not good. Germany is a part of EU.

Background: Russian authorities are blocking or will be blocking all communication services from the above list.

KR is South Korea, which is on the unwanted list.

I don't believe Russian authorities would Block email from Russia based services (at least not completely). Probably also not from China.

Vinahost in Vietnam has a tier at only $0.64 per month. Know nothing about them. https://vinahost.vn/en/email-hosting/

RU, CN and BY are not acceptable because of strict government censorship.
The rest of the list is blocked or in the process of blocking in RU

Mailo is in France, thus in the European Union.

If I understand, you need an email provider not blocked in Russia but without using a service in Russia, Belarus or China?

Zoho is in India, which is not in your "no go" list. And Zoho has an excellent reputation.

Turkey is on good terms with Russia, any Turkish service is also unlikely to be blocked. I'm not sure which local Turkish services are reliable and open for registration for foreigners. I know Turkey has some good email providers, but most require a Turkish IP or address to sign up.

Isn't Brazil an option too? Some decent email providers there too.

That said, do you really think all services from EU, US, UK etc would be blocked in Russia soon? There's quite some Russians too who use the likes of Gmail, are on social media such as X or Instagram, ... I find it hard to imagine they'd not block on a service-per-service review.

Yes, Zoho is an option (I have an account there) and it seems to be the best option for now. They have IMAP/SMTP (paid option) and, as result of this, this service can be used with DeltaChat (encrypted email based service)
Another option is Walla (walla.co.il). It requires Israeli cell phone number but for many in RU it is not a problem because they have relatives and friends in IL. The negative side: no IMAP and SMTP (can't be used with DeltaChat).

I am not aware of any Mexican/Turkish/Brazilian email services that allows account opening to non-residents and does not require local mobile number.

Not only I think, I am sure they are going to do it unless something unexpected happens.
It does not make sense to block messengers and social networks but to allow email services.
